    Representatives from the Chinese province of Heilongjiang are interested in participating in the Eastern Economic Forum, which will take place on September 3–5 in Vladivostok. The delegation will be led by the governor of the province. Governor Lu Hao personally informed Alexander Galushka, the Minister of the Russian Federation for the Development of the Far East, of this fact during a bilateral meeting arranged during “Heilongjiang Province Days” in Khabarovsk Krai.

    During the meeting, the head of the Ministry of the Development of the Far East told the head of Heilongjiang province about the progress of implementation of a new model of Russian Far East development and, in particular, about the foundation of the first territories for priority development in Khabarovsk Krai. At least nine of them are already officially approved, six of which are located in regions that border Heilongjiang province – in Khabarovsk Krai, in Primorsky Krai, and in the Amur Region. Five of them are an hour or two away from the nearest Chinese border crossing.

    “I would also like to mention a joint project to explore Bolshoy Ussuriyski Island here, in Khabarovsk,” underlined Alexander Galushka, “Russia considers the creation of a priority development territory on the island prospective. Therefore, all incentives and preferences for business that are prescribed by the appropriate law will be valid within this territory.”

    One more topic of interest for Heilongjiang province is the foundation of the Vladivostok Free Port. A free customs zone regimen, in addition to centralization and considerable simplification of cargo clearance procedures allows for the development of international transportation corridors Primorye-1 and Primorye-2 as a particularly prospective avenue of cooperation between Russia and the PRC. A short transportation haul along with minimization of administrative procedures represent an opportunity for Chinese manufacturers to have convenient transit access to the sea ports of Primorsky Krai. Such logistics will allow for the possibility of not only optimizing cargo routing and relieving Dalyan port, but also acceleration of the delivery of goods for multiple directions due to the use of shorter shipping lanes.

    At the end of the meeting, Alexander Galushka invited Governor Lu Hao to visit the Eastern Economic Forum, which will take place in Vladivostok on September 3–5, 2015. In reply, Governor Lu Hao confirmed the will of Heilongjiang province to participate in the event and expressed the intention to personally head the delegation.
